ADR-0017: Config Platform Documentation Ownership

Context

Config Platform now needs an independent product-wide design baseline spanning capabilities, architecture, contracts, UX and phased implementation. Portfolio documentation should retain a concise summary, while shared engineering standards remain in ConnectSoft.Documentation.

Decision

ConnectSoft.ConfigPlatform.Documentation owns the canonical product definition and proposed technical designs. Local checkout: C:/Git/ConnectSoft/ConnectSoft.ConfigPlatform.Documentation. The canonical ownership record is CFG-ADR-0001, docs/adr/2026-09-17-0001-documentation-ownership.md in that repository. Its migration manifest records source revisions, hashes and destinations.

Detailed source pages are replaced by migration notices preserving original paths. Historical heading anchors were removed at the owner's request because inbound-link compatibility is not required. The new repository is local-only; no hosted URL is invented. Shared engineering guidance remains in ConnectSoft.Documentation. Future implementation repositories own executable contracts after a versioned authority transfer.

Alternatives and consequences

Keeping full detail in the company portfolio increases overlap and makes polyrepo contracts difficult to govern. Copying authoritative documents into every service creates drift. One canonical product baseline plus versioned implementation references avoids that duplication. ADR-0009 remains historical evidence; its placement choice is superseded. New platform technical decisions are proposed, not implicitly accepted by this documentation move.
