This phase assembles the first industry verticals by composing platform and horizontal building blocks, adding only industry-specific contexts. It aligns with Cycle 4: AI Interaction & Verticals and ADR-0013.

Industry-Specific Contexts (the net-new work)¶
- Insurance: underwriting, rating, claims, policy admin.
- Banking: KYC/AML, ledger, card issuing, lending.
- Healthcare: scheduling, EHR/FHIR, e-prescribing, claims.
Everything else (identity, billing, notifications, audit, documents, CRM, support) is reused.
Exit Criteria¶
- At least one vertical is delivered primarily through composition + a solution pack.
